Overview

The Lawrence County Joint Vocational School District (LCJVSD) will receive sealed bids for lot resurfacing work at the Collins Career Technical Center, South Point Campus, at 154 Co Rd 450, South Point, OH 45680.

Project Specifications

Former Building Site – Grass Areas (Approximately 2,250 SY)

  • Excavation
    • Excavate existing soil and any remaining debris from the old motel site.
    • Remove unsuitable material to an approximate depth of 10 inches.
  • Compaction of Subgrade
    • Roll and compact the native material to create a stable foundation.
  • Aggregate Base Installation
    • Furnish and install eight (8) inches of aggregate stone base.
    • Ensure even placement and thorough compaction for long-term stability.
  • Base-Grade Asphalt
    • Lay two and a half (2.5) inches of base-grade asphalt over the prepared stone base.
  • Final Overlay (Based on Usage)
    • Apply either a Standard or heavy-duty asphalt section, meeting ODOT specifications or equivalent for durability.

Resurface Area – Heavy Duty (Approximately 8,700 SY)

  • This is for areas experiencing heavier traffic (e.g., CDL Driving School & Maintenance Garage).
    • Cleaning & Crack Filling
      • Remove loose debris.
      • Fill cracks wider than ¼ inch with mineral fines applied flush to the pavement surface.
    • Leveling & Wedging Course
      • Lay a ¾-inch asphalt leveling course to seal remaining cracks and smooth surface irregularities.
    • Tack Coat
      • Apply a bituminous tack coat to bond the old surface and new asphalt layers properly.
    • New Asphalt Surface (Heavy Duty)
      To provide durability, lay two (2) inches of ODOT #448 (or equivalent) Super Pave asphalt surface course.

Resurface Area – Standard Duty (Approximately 16,050 SY)

  • For areas with standard passenger vehicle traffic.
    • Cleaning & Crack Filling
      • Remove all loose debris.
      • Fill cracks over ¼ inch with mineral fines to maintain a flush surface.
  • Leveling & Wedging Course
    • Install a ¾-inch asphalt leveling course to seal cracks and smooth surface variations.
  • Tack Coat
    • Apply a bituminous tack coat to ensure optimal adhesion.
  • New Asphalt Surface (Standard Duty)
    • Lay two (2) inches of ODOT #448 (or equivalent) asphalt surface course, suitable for lighter traffic loads.

General Requirements

  • The contractor must comply with all local, state, and national codes, including ODOT specifications.
  • All compaction methods, approved materials, and best practices in asphalt placement must be followed.
  • A clean and organized worksite must be maintained at all times.
  • Erosion control and dust suppression measures must be employed as necessary.
  • The contractor must coordinate scheduling with other trades or stakeholders to avoid disruptions.
  • All vehicles and machinery used for excavation, hauling, and paving must be maintained in proper working order.
  • Appropriate traffic control measures (e.g., signage, barricades, flaggers) must be in place if required.
  • The contractor shall prevent contamination of storm drains and properly handle waste materials.
  • All inspections, testing, and adherence to specifications must be documented.
  • Any change orders must be submitted in writing and approved before work proceeds.
  • A final inspection will confirm that the completed work meets contractual obligations and quality standards.

Start Date: The project shall commence no later than 30 calendar days after the official award date unless both parties negotiate and agree upon an alternate start date in writing.

Completion Deadline: All work must be completed by August 1, 2025.

Bid Requirements

  • Bidders must meet state and federal law licensing and insurance requirements for public school construction projects.
  • The contractor is responsible for securing all required permits.
  • The bidder must be in good standing with public entities in Ohio, verified through the Ohio Finding for Recovery Database.
  • Bids must include proposed payment terms, though the district reserves the right to negotiate final payment terms with the awarded bidder.

  • Deadline: Wednesday, March 5, 2025 at 8:00 AM
  • Bid Opening: Wednesday, March 5, 2025, at 9:00 AM at the Lawrence County JVSD Board Office.

Bids must be sealed, clearly labeled as “South Point Campus Lot Resurfacing Project,” and include two (2) copies of the proposal.

All work must comply with Ohio Revised Code Section 3313.46 and applicable state and federal regulations. The LCJVSD Board of Education reserves the right to accept or reject bids.
